Technical Experience

Kenneth B. Foster, Founder of K.B. Foster Civil Engineering, Inc. has been providing engineering services to the public for over 23 years. Mr. Foster's special expertise is related to management of large scale projects in our environmentally sensitive area. As Chief Financial Officer and Principal Engineer of Foster Engineering, Mr. Foster has the responsibility for supervision of fifteen professionals and technicians in the fields of engineering design, environmental analysis, plan review, surveying and government affairs assistance.

Mr. Foster currently holds, or has held, the following public positions: 1) Member of the North Tahoe Community Plan Team; 2) North Lake Tahoe Chamber of Commerce Board of Directors; 3) Six year member of the North Tahoe Recreation Commission (1972-1978); 4) Director (Past President) North Tahoe Public Utility District (NTPUD), Tahoe Vista, California. North Tahoe P.U.D. serves sewer, water and recreational services to the north shore of Lake Tahoe and has undertaken State grant funded erosion control projects (1979-1983); 5) Chairman of the Tahoe City Design Review Committee (TCDRC). TCDRC is appointed by the Placer County Board of Supervisors to provide architectural and design review of all commercial projects in the North Shore portion of Placer County; and 6) Director of the Tahoe Sierra Preservation Council, Tahoe City, California. He is currently on the Board of Directors of the Truckee-Tahoe Airport District.

Project Experience

Highway 50 Curb, Gutter and Sidewalks Caltrans Project Report

Project manager for the preparation of preliminary plans and the Caltrans Project Report for proposed Highway 50 improvements. The proposed improvements will span from the Highway 89/50 "wye" to Ski Run Blvd.

Ski Run Water Quality Improvement Project

Principal in Charge for the preliminary design, environmental documentation agency approvals processing, final design and coordination of the plant propagation contracts for an eight acre wetland restoration and flood control project within the redevelopment area of South Lake Tahoe. This work will result in the largest wetland restoration project yet to be implemented in the Lake Tahoe Basin.

Tahoe City Storm Water Quality Improvement Project

Project Manager for the design of a storm water drainage treatment facility, cub and gutter, sidewalks and parking areas of an existing commercial center. Conducted public hearings managed the preparation of the EIR/EIS and Construction Plans.

Highway 50/Ski Run Blvd. Signal Modification

Principal in Charge for the preparation of plans and specifications for the modification of a four way signal at Highway 50 and Ski Run Blvd. Our firm will also be providing construction management services for this project in the summer of 1998.

Tahoe Meadows/Hwy 50 Linear Park

Principal in Charge for the design of a multiuse trail along Highway 50. The project also includes drainage improvement, Highway improvements and restoration efforts. This is part of City Redevelopment.

Town of Truckee Redevelopment Legal Descriptions

Principal in Charge for the preparation of legal descriptions to over 1000 acres of area for a proposed City Redevelopment area.

Tahoe Truckee Unified School District Civil Site Design

Prepared civil engineering plans and specifications for several projects including new modular classrooms and school additions at Sierra Mountain Middle School, Truckee High School, Glenshire Elementary School, Truckee Elementary School, Kings Beach Elementary School, and Tahoe Lake School.
