maintains an experienced planning and environmental documentation capability. We have successfully prepared environmental documents that have been certified by the lead agency. Our work is often prepared directly for a public agency as part of its pursuit of a public project. We have prepared Environmental Impact Reports (EIR); Environmental Impact Statements (EIS); Environmental Assessments; and Expanded Negative Declarations. We are included on Placer County's list of qualified preparers of environmental documentation.

Agency Processing

Traditionally when one thinks of civil engineering services, one thinks of the design and construction of roads, sewers, subdivisions, and bridges; and possibly surveying. Now, due to the many regulatory agencies in the Lake Tahoe Basin and Truckee areas, agency processing has become an integral part of civil engineering services in this area. We have found that the average builder or owner/builder needs assistance getting through the long, complex, and often costly process of obtaining permits and approvals.

Foster Civil Engineering, Inc. has developed great expertise in permit processing - dealing extensively with the Tahoe Regional Protection Agency (TRPA), Placer, El Dorado, Nevada, Douglas and Washoe Counties; the Town of Truckee, City of South Lake Tahoe, California Department of Fish and Game, California State Lands Commission, US Army Corps of Engineers, US Forest Service and California Tahoe Conservancy; and other federal, state, and local regulatory agencies.
