Experience
Jim
Rienstra, President and Senior Engineer at Foster Engineering is responsible
for the design work of the firm's technical staff and is personally responsible
for the design of erosion control projects. Prior to joining Foster Engineering,
Jim worked in the Reno-Tahoe area and prepared the design for many project
site plans with an emphasis on water quality and erosion control. Since
joining Foster Engineering he has assumed the responsibility for several
million dollars of Tahoe Basin erosion control and water quality construction
projects, subdivision design, commercial development design, water and
sewer line replacement, drainage and hydrology projects. Throughout his
ten years of experience within the Tahoe Basin, he has also designed piers
and pier rehabilitation for various lakefront property owners and storm
drain outlets to Lake Tahoe and its tributary streams. Mr. Rienstra has
attended continuing education classes and seminars specifically relating
to erosion control and water quality.
Because
of his broad experience in the Reno-Tahoe area, he has worked successfully
with several of the local regulatory agencies including: Tahoe Regional
Planning Agency (TRPA), Placer County, Douglas County, Nevada County,
Town of Truckee, Washoe County, Nevada DOT, Nevada Division of State Lands,
North Tahoe Public Utility District, Tahoe City Public Utility District,
California Regional Water Quality Control Board - Lahontan Region, Caltrans,
the U.S. Forest Service and the California Tahoe Conservancy.
Project
Experience
Cave Rock Estates Erosion Control Project
Project
Manager for the preparation of plans and specifications for this erosion
control project. The project utilizes a combination of curb and gutter,
retaining walls, detention pond facilities and revegetation of steep slopes.
Mr. Rienstra is also providing construction management services to the
project.
Ski Run Water Quality Improvement Project
Project
engineer for the preliminary design, environmental documentation agency
approvals processing, final design and coordination of the plant propagation
contracts for an eight acre wetland restoration and flood control project
within the redevelopment area of South Lake Tahoe. This work will result
in the largest wetland restoration project yet to be implemented in the
Lake Tahoe Basin.
Tahoe City Storm Water Quality Improvement Project
Project
Engineer for the design of the runoff conveyance facilities and storm
water treatment system for the Tahoe City commercial and adjacent residential
area. Prepared the design of curb, gutter, sidewalk and relocated parking
through the Tahoe City commercial district. Prepared the EIR/EIS and conducted
public hearings.
Carnelian Bay Lake Access and Resource Enhancement Project
Project
Manager for a public lakeside park and SEZ restoration area at Lake Tahoe.
Park amenities include a commercial building and public restrooms. The
project scope also includes Sate highway improvements for drainage, landscaping
and a bike lane. A riparian wildlife crossing underneath the State highway
is also part of the stream restoration.
Tahoe Meadows/Hwy 50 Linear Park
Project
Manager for the design of a multiuse trail along Highway 50. The project
also includes drainage improvement, Highway improvements and restoration
efforts. This is part of City Redevelopment.
Tahoe Truckee Unified School District Civil Site Design
Prepared
civil engineering plans and specifications for several projects including
new modular classrooms and school additions at Sierra Mountain Middle
School, Truckee High School, Glenshire Elementary School, Truckee Elementary
School, Kings Beach Elementary School, and Tahoe Lake School.
