Brian Foster, PE » President

Brian Foster imageBrian has been providing professional engineering services for five years, both in the Tahoe Basin & Northern Nevada and in Yolo and Solano counties in California. He graduated with a B.S. in Civil Engineering from UC Berkeley and is a licensed Professional Engineer in California and Nevada. As a project engineer at a private firm in Davis, California and as a principal at K.B.Foster Civil Engineering Inc., Brian has been responsible for engineering and design on dozens of public improvement and infrastructure projects, with a focus on roadway improvements and residential subdivision design.

Ken Foster, PE » Principal

Ken Foster imageKenneth B. Foster, Founded K.B.Foster Civil Engineering, Inc. in 1978 and has been providing engineering services to the public for over 31 years. Mr. Foster's special expertise is related to management of large scale projects in our environmentally sensitive area. As Chief Financial Officer and Principal Engineer of Foster Engineering, Mr. Foster has the responsibility for supervision of fifteen professionals and technicians in the fields of engineering design, environmental analysis, plan review, surveying and government affairs assistance.

Mr. Foster currently holds, or has held, the following public positions: 1) Member of the North Tahoe Community Plan Team; 2) North Lake Tahoe Chamber of Commerce Board of Directors; 3) Six year member of the North Tahoe Recreation Commission (1972-1978); 4) Director (Past President) North Tahoe Public Utility District (NTPUD), Tahoe Vista, California. North Tahoe P.U.D. serves sewer, water and recreational services to the north shore of Lake Tahoe and has undertaken State grant funded erosion control projects (1979-1983); 5) Chairman of the Tahoe City Design Review Committee (TCDRC). TCDRC is appointed by the Placer County Board of Supervisors to provide architectural and design review of all commercial projects in the North Shore portion of Placer County; and 6) Director of the Tahoe Sierra Preservation Council, Tahoe City, California. He is currently on the Board of Directors of the Truckee-Tahoe Contractors Association. Ken is also a private pilot and has flown a single engine cessna through 10 countries.

Thomas E. Taylor, Architect

Tom E. Taylor imageMr. Taylor possesses over 49 years of experience as an Architect and Structural Designer. His project experience includes: historical restorations, residential, commercial, institutional and industrial buildings - types I through V. As the senior architect on several projects he has been key to management of the construction of hotels, shopping centers, multiple residential developments and churches. He has provided project management, construction team supervision, conceptual and detailed estimating, contract negotiation as well as coordination of contractors, engineers, public agencies, owners, etc. Prior to joining K.B.Foster Civil Engineering, Inc. 21 years ago, Mr. Taylor supervised architectural departments in multi-disciplinary firms and also provided consultation to large, private firms in Nevada, California and Oregon.

Prior to joining K.B.Foster Civil Engineering, Inc., Mr. Taylor worked for several private developers throughout California, Oregon and Nevada as an architect. He also ran his own architectural design business at various times for a total of 15 years. Additional experience includes a two-year assignment in Saudi Arabia for a large U.S. architectural and engineering firm.

Lonnie Kirby, P.L.S.

Lonnie Kirby imageLonnie R. Kirby possesses over 18 years of land surveying experience in California and Nevada. He graduated with a B.S. in Forestry from the University of Missouri and is a Registered Land Surveyor in Nevada and California. He has been the Professional Land Surveyor in responsible charge of hundreds of surveys in the Lake Tahoe/Northern Nevada region. He is very familiar with local control networks and the issues associated with the seasonal surveying challenges faced in the Tahoe Basin. The majority of his project experience includes construction staking, topographic surveys, boundary surveys, ALTA surveys, subdivisions, lot line adjustments, water rights, and elevation certificate surveys. His experience and understanding of construction staking and his attention to details leads to cost savings by promoting correct construction and eliminating extra trips to correct work. Prior to joining K.B.Foster Civil Engineering, Lon was responsible for conducting the field survey of all types of surveys including some underwater topographic surveys. He also worked for the US Forest Service for over 16 years on three National Forests primarily responsible for timber sale preparation as Manager of the Districts Timber Program.

Katie Goldammer, Planner/Project Coordinator

Katie Goldammer imageKatie Goldammer, a graduate of UC Berkeley, has over 5 years of experience in the environmental and planning fields in the Lake Tahoe Basin and the greater Truckee Area. She is responsible for all aspects of permit processing, planning and project coordination at Foster Engineering. Katie meets regularly with staff from local, state and federal agencies regarding projects in the Lake Tahoe area and is highly knowledgeable of procedures and policies. Katie has developed positive working relationships with area regulatory agencies including the Tahoe Regional Planning Agency (TRPA), the local counties and cities, the Lahontan Regional Water Quality Control Board, California Department of Fish and Game, U.S. Army Corps of Engineers, California State Lands Commission, Cal trans, Nevada Department of Transportation, Nevada Division of State Lands and the U.S. Forest Service. Many of her projects involve permitting and planning of projects within the Shorezone and Lakezone of Lake Tahoe and Scenic Corridors. As Project Coordinator, Katie coordinates with the sub consultants and reviewing agencies to keep projects on schedule and within budget.

Jason Lynn, Engineer, LEED Accredited Professional

Jason Lynn imageAn Environmental Engineering graduate from the University of Connecticut, Jason joined the K.B. Foster team in 2005 and has been involved in many civil and water resource engineering projects in which he has prepared environmentally sensitive plans and supporting documentation for public and private projects in and around the Lake Tahoe Basin. Jason’s experience includes potable water distribution engineering, sustainable site design, storm water engineering, grading and drainage, landscape design, Best Management Practices, fire defensible space planning, shorezone slope stabilization, LEED Consultation, and construction management. Jason works closely with other staff and agency personnel to provide innovative and efficient solutions to site design and engineering projects to see a project from concept to completion.

Prior to his work with K.B.Foster Civil Engineering, Inc., Jason worked as a consultant for Whitewater Parks International where he performed site evaluations and analysis using GIS software to map soils, topography and geology. These tools were used to assess the feasibility of constructing recreational whitewater facilities at several sites in the Eastern U.S.

Ryan Thomas, Engineer

Ryan Thomas imageRyan is the most recent addition to the professional team at K.B.Foster Civil Engineering, Inc. A graduate of Cal Poly, San Luis Obispo with a B.S., cum laude, in Civil Engineering, Ryan has already become integral to office operations, working in the field as part of our survey crew on land and bathymetric surveys, and in the office preparing surveys and providing preliminary grading design. In his time here he has gained valuable experience working on projects for the City of South Lake Tahoe, Aramark Lake Tahoe, and the Tahoe Truckee Unified School District.

Fred Hampton, Administrative Assistant

Fred Hampton imageFred has been providing clerical and administrative support in the front office and for every department of K.B. Foster Civil Engineering Inc. for 9 years, from coordinating with clients to doing research to making prints to drafting, proofing and revising correspondence and proposals.
